Bullseye is an incredibly skilled and lethal mercenary, with certain near-superhuman abilities. He's a master of all known hand weaponry, and an extremely skilled martial artist.
His ability with thrown weapons is incredible. He has used such improvised projectiles as playing cards, pens, vases, airbrushes, golf balls, paper airplanes and even one of his own teeth with unbelievable range, accuracy and deadliness. He even once demonstrated the ability to kill cockroaches by spitting orange seeds.
Bullseye's skeleton has been reinforced with Adamantium and is virtually unbreakable. This explains his BODY, EV (more powerful blows due to harder bones) and Kinetic Absorption.
Bullseye reportedly started as a major league baseball pitcher (although this is probably a lie), but quickly became a merc known for his sadism and abilities. During various brushfire wars all over the world, he used his natural gift with arms to master nearly all known hand weapons. Looking for more money and fame, he became an extortionist and, during a highly publicized case, even managed to publicly beat Daredevil. He became one of the top assassins for the master of the East Coast's underworld, the Kingpin.
However, he was beaten by Daredevil during a subsequent encounter and started to develop an obsession about killing him. The fight between the two men raged on for weeks, and lead to the apparent death of Daredevil's lover, Elektra. Bullseye fell from a building and broke most of his bones.
He was saved by the Japanese scientist called Lord Dark Wind, who infused his bones with the indestructible metal Adamantium. Breaking all ties with Dark Wind, Bullseye then attempted to regain his rep in order to win back the graces of the Kingpin, but his attempts were in vain.
At one point, Bullseye exacted a twisted vengeance against Daredevil by impersonating him while Daredevil was amnesiac ; Daredevil, however, recovered and defeated him. Bullseye, although his reputation is not what it used to be, is still a highly sought-after killer and still operates on the East Coast (the Elektra Lives Again events do not seem to be in continuity).
Bullseye is an athletic man wearing a totally black costume with some white, target-like motifs. He has a strange, insane grin.
Bullseye may be extremely skilled and deadly, but he has two great limitations. The first is that he seems to always end up against foes even more skilled than he is (and with more Hero Points), such as Daredevil, Elektra or Crossbones. The second is that he's downright insane.
Bullseye is a sadistic killer with a strong macho self-image. His fighting ability and number of kills are very important to him, giving him the self-delusion that he is strong while he's, in fact, quite unstable. Given this delusion, it is quite logical that he's filled with extreme hatred toward anyone who has beaten him.
Killing such an opponent will fill him with great pleasure (for instance, he adopted Elektra's signature weapon, the weaponised sai, as an important part of his arsenal after killing her). While he's quite intelligent, his obsessions and various schizophrenic episodes have worn him down and his actions sometimes do not make much sense. He's not very good at planning ahead and anticipating the consequences of his actions, in particular.
Bullseye would make a good villain for Batman, the Huntress, Deathstroke or Arsenal. Any of these characters and in fact, most intensive training heroes, could replace Daredevil as his arch-nemesis. However, they'll need a large amount of Hero Points to handle Bullseye.
