Reasons: Razor-Fist I through III are classic street-level enforcers that certainly can be useful in low-powered campaigns. Note that the third one officially appeared but once, so his stats are somewhat speculative.

Scott is a large, powerful fighter, with his right hand replaced with the signature Razor-Fist blade. The blade, his muscles and his mass allow him to cleave even through thick wood - and likely even through stone.
William and Douglas Scott are brothers. Though Pavane mistakenly thought all three Razor-Fists were triplets, the Scotts are neither related to the first Razor-Fist (William Young) nor twins.
The Scott brothers were caught in an unrevealed accident that cost them both a hand, and were soon approached by international crime lord Carlton Velcro. Velcro offered to turn their handicap into an asset by making them both into successors of his henchman, the original Razor-Fist. Given the suspicious character of the accident, it has been theorised that it had been engineered by Velcro specifically to turn the suitably large and muscular Scott brothers into Razor-Fist II and III.
Thinking of Velcro as their benefactor and loyal employer (thus gravely misjudging the sociopath), the Scott brothers trained to serve him. At one point, William was sent to Hong Kong -- Velcro wanted to gain vengeance on Nayland-Smith's men (and especially Shang Chi) and the mercenary Pavane. These foes were to be punished for their role in the grave defeat Velcro had been dealt several years before - a conflict during which the original Razor-Fist had been killed.
Word on the grapevine was that Shang-Chi had recently associated with legendary thief and mercenary the Cat (Shen Kuei). Razor-Fist III roughed up, maimed or killed several known followers of the Cat until they told him what they knew about Shang-Chi and Pavane. They agreed to talk as long as they did not betray the Cat, and in return Razor-Fist released an innocent woman he had been holding hostage. Razor-Fist then returned to Velcro's base, from whence other agents where dispatched to deal with Velcro's enemies based in the intelligence he had just collected.
Douglas Scott was one of the agents Velcro sent, to kill Pavane. He did not come back from this mission, and William incorrectly suspected that he had been killed by Shang-Chi.
When Shang-Chi and Leiko Wu later attacked Velcro's newest base, Shang clashed with Razor-Fist III, who accused him of being the murderer of the original and feared for the life of his brother. Shang-Chi told him that the man who had murdered Razor-Fist I was actually Velcro.
Unlike either his brother or his predecessor, William Scott realised the Chinese fisherman might be right and that Velcro might hold no loyalty toward his agents. He asked the nearby Velcro whether Shang-Chi was telling the truth. Panicking at the thought he may have to face Shang-Chi alone (or that Scott might turn against him), Velcro tried to shoot Shang-Chi but hit the surprised Scott in the heart with a .45 bullet, killing him instantly.

Very little was seen of Razor-First III, but he generally seemed similar to the first - dour and loyal, with a violent but disciplined temper.
