Reasons (1): Stallion is one of those Dixon-created mercenaries, and thus one more elite brawler with a schtick. But like most of these characters, he just works and can be quite useful in street-level games.
Reasons (2): Stallion has relatively few appearances and is seldom actually seen in action, leaving his stats somewhat tentative. Much of his background paraphrases from DC's Secret Files, since that's the only place where it was ever mentioned.

- as a Minor Physical Restriction : a natural roll of 2 during a physical action means his knee gives in, and he cannot stand or walk anymore until he has received proper care.
- as an Attack Vulnerability : a Critical Hit specifically aimed at the knee gives Stallion a further -1CS to his RV.

Powers and Abilities
Stallion has no formal martial arts training, but instead relies on his steroids-enhanced physique, raw talent and combat experience to beat up opponents into submission or death. For combat more serious than mere leg-breaking, he'll tuck a mean pair of steel nunchakus into his belt.
Although he's certainly no match for people like Nightwing or the Batman, Stallion can be pretty mean on the street. He's been known to kill multiple opponents armed with guns with his bare hands and/or his nunchakus, and that didn't seem to be an unusual experience for him.
History:
A key event in Randy Hanrahan's life is when he had to kiss good-bye both a promising football career with the Dallas Cowboys and a much desired Super Bowl ring. This was the result of severe anterior-cruciate ligament injuries to both knees during pre-season scrimmage.
"Stallion", as Hanrahan was nicknamed, subsequently moved North and tackled work as a bouncer in Oswald Cobblepot's Iceberg Lounge, where the notorious Penguin promoted him to "repossessor of defaulted loans". Boasting a 260+ lbs. frame packed with muscle and a mean temper, Stallion was an excellent enforcer even by Gotham City standards.
Stallion eventually became a free agent, plying his bone-crunching strength as a successful stone killer - particularly in the employ of Blockbuster II, in Blüdhaven, which is where he made his first documented appearances. However, Stallion didn't have much luck in completing his benefactor's contract on Nightwing, despite tag-teaming with both Lady Vic and the knife-wielding Brutale to bring down the young vigilante.

Personality
Stallion is a big, cocksure Texan jock - and the Texas part is very obvious in his thick accent and general cowboy look and demeanour. He's not an "all hat, no cows" type though - he's got the balls and the stamina - and he seems to be deliberately playing up his cowboy side (with phrases such as "this rodeo's over") because he thinks it's cool.
Stallion is not the sharpest knife in the drawer, though, as anyone spending ten minutes with him realize (five minutes for a reasonably attractive woman, as he will attempt a pass ; 2 minutes if she is blonde). He has a bit of a tendency of stating the obvious while munching on a matchstick or drinking a Bud, but he's loyal and professional.
Stallion's general uncouth good ol' boy personality includes using a fair few racist terms.
