Context
Abdul Fakkadi is from the original (“G1”) Transformers cartoons – the ones after the movie. He debuted in “Five Faces of Darkness Part 1” (Sep 1986).
He runs a small African country called Carbomya, whose oil, according to Decepticon Octane, creates the best energon in the Milky Way Galaxy.
This character was a mishmash of Reagan-era racist clichés. He seems to mostly be a spoof of Libyan leader Muammar Kadhafi (معمر القذافي), since Libya was targetted by US military raids back then. Plus bits of other Middle-Eastern and African authoritarian leaders of the 1970s and 1980s.

History
Abdul Fakkadi was first seen denying Autobots Blaster and Outback a landing clearance for his airport. That was even though they were looking for Decepticons in his country.
Outback found Dirge and Thrust in the Carbomyan airport. He asked them Chaar’s location, to which they answered “Coordinates 90B Mark 8.”
For a while, Abdul allowed Trypticon and Octane to recover there after a clash with Metroplex. Eventually, though, they had to start stealing monuments to avoid eviction.
They started with Fort Knox, then the Taj Mahal, then the Eiffel Tower, but Metroplex stopped them at the Kremlin. Trypticon still managed to frame Metroplex for that attempted theft, convincing Earth that he was also behind the other building thefts.
Fakkadi then asked the Autobots to invade Carbomya to repulse Galvatron. But when they saved him and his country, he had to accede to Metroplex returning the stolen buildings.
Description
Abdul Fakkadi is a Middle-Eastern or Northern African man of slightly above average height and build.
He has thick black hair and beard. Plus a highly decorated military uniforms befitting his position.
Personality
Fakkadi seems in over his head as a dictator. He seemed to think his alliance with Octane would help matters, but that turned sour very quickly.
