This guy appeared but once, in a 1983 Batman and the Outsiders story.

He isn’t remarkable by any means, but I was clearing the way for 1980s Outsiders profiles. And hey, sometimes a vague nobody *is* what you need. But not to kill him off, because that’s so tired.

Powers and Abilities

Agent Orange is a good soldier and officer.

He’s equipped with a special sealed suit, and a carbine-like weapon projecting a deadly orange nerve gas.

His men were mostly equipped with pistols, but they had a decommissioned transport helicopter. In DCH terms, use the basic grunts stats.


History

In 1983, the masked man called Agent Orange rallied disgruntled Việt Nam invasion veterans in Gotham City. He told them that he was one of their own, and had been disfigured by American weapons of mass destruction during the war.

A small number agreed to follow Agent Orange in terrorist operations striking in the name of the common vet.

The well-funded cell raided a number of chemical plants to get what they needed to build explosives. They killed at least one guard during these.

After one successful terror action, they located military chemicals buried under an abandoned form. While they were digging for victory, Batman and his Outsiders arrested them.

Batman then unmasked the leader in front of his troops, revealing the Agent Orange wasn’t disfigured. He simply had told his men what they wanted to hear.


Description

Agent Orange’s vets wear standard Việt Nam era US Army uniforms, with a bright orange bandanna to cover their lower face.


Personality

Agent Orange is full of bitter rhetoric, centring around the abandonment of the vets by the population and the American Dolchstoßlegende .

He is an able terrorist leader, taking sound tactical decisions and conducting efficient bombings. But there’s only so far you can go with a few grunts against the Outsiders.

He prefers chemical weapons. That usually means his signature orange-coloured gas.
