*This* Barricade is a minor Captain America, who appeared in a 2003 story arc.
He’s a big elite psycho with a flamethrower, and we all need a guy like that at some point of a RPG campaign.

Powers and Abilities
Barricade is very big, very strong, very homicidal and very confident. He sees himself as The Man, with no higher moral authority than himself. In short, he’s a sociopath. He will use any mean to reach his ends, including the mass murder of school children.
He didn’t really expect Cap himself to be a significant threat, and was taken completely cold by the star-spangled avenger’s sheer speed, power and accuracy.
Barricade specializes in ambushing and terminating “hard” targets. Such as security convoys, armoured limos, supersoldiers riding a Harley-Davidson, etc.. He will lovingly prep his ambush area and kill zone.
In Cap’s case, he burned the trees around the highway to have the whole scene covered with smoke. Barricade made sure that the wind would blow the smoke toward Cap and leave his own position smoke-free. He also prepared hiding holes for his squad to spring from. Then he set up a pop-up steel barricade several meters high, which sprung up once Cap passed it. It cut off egress.
Given the amount of work he put in this ambush and the tools he uses, it seems reasonable to assume that Barricade is trained as a combat engineer.
The troops he was supplied with were obedient clones of Steve Rogers and James “Bucky” Buchanan.

History
Barricade was a supersoldier working for S.H.I.E.L.D.. However, his loyalties were with a shadow faction within S.H.I.E.L.D. with an unknown agenda. Inali Redpath, a veteran S.H.I.E.L.D. agent, considered him to be a bloodthirsty psycho in an uniform, which is a reasonable description.
Redpath also stated that Barricade came “from the same place” as Captain America. I’d assume that this means that his enhancements where derived from Project Super-Soldier research. Perhaps this project was using an experimental variant over vita-rays.
A possible source for such research is the Fortress. It seems to be an offshoot of the Weapon Plus project that spawned the Weapon I project, also known as the Super-Soldier Project. See our entry for Steel Raven for more about the Fortress.
Kill Rogers
When Redpath went rogue, he clashed with the shadow faction employing Barricade. Barricade was sent to kill Redpath and any allies of his who were likely to spend their secrets – chiefly meaning Captain America. Barricade found and killed Redpath as he was destroying a S.H.I.E.L.D. human cloning facility. The shadow faction had been using it for its own ends.
Captain America was summoned by S.H.I.E.L.D. to investigate Redpath’s death. However, the agent who briefed Cap at the site where Redpath’s body had been found was also a shadow faction member. Therefore, she directed him toward the place where Barricade was setting up an ambush.
As it turned out, Redpath’s death was a decoy. The rogue agent had made a clone of himself for Barricade to kill. Thus, Redpath realised that Barricade was about to ambush Captain America. He tried to stop the killer with his weather manipulation abilities, but he was too far to have enough of an effect.
Despite the interference, Barricade finished preparing his ambush site in time. Cap found himself cut off, breathing smoke and surrounded. This was clearly insufficient, and Barricade soon came to realise that he had grievously underestimated his target. However, an unfortunate school bus then drove into the area, and Barricade took everyone aboard hostage and forced Cap to surrender.
Barricade was about to kill Cap after he surrendered. But Redpath had been flying toward the ambush site. He arrived in time and apparently killed Barricade before he could pull the trigger.
