Context
During the 1970s, confectioner and cakes maker Hostess advertised in major comic books. The advertisements were full-page comics starring Marvel and DC Comics characters (and Hostess products).
These comics were nonsensical and a parody of the most absurd aspects of Silver Age comics. They’re still fondly remembered for their goofiness.
Powers and Abilities
He can make people give him stuff, even Wonder Woman. The only catch is that he has to give an IOU in return.
Also, Diana mentions that he “just disappears into the crowds.”

History
He appeared in “Wonder Woman in ‘The Borrower’”, an ad published in World’s Finest #262, among other places.
He “borrows” Diana Prince’s purse, then borrows $250 million from a bank. He proceeds to borrow a 20-diamond bracelet. Wonder Woman sets up a trap. She leaves a bag full of Twinkies in his path. As he begins to eat them, she surrounds him with her magic lasso.

Well, it turns out that he appeared in another ad as well, “Wonder Woman in ‘Old Gold,’” which was published in Adventure Comics #480.
In this ad, he has apparently dyed his hair brown, and his clothes consist of a dark green pinstripe jacket over a black shirt and blue jeans. The Borrower joins a group of tourists deep in a burial tomb in Egypt.
After he borrows an old woman’s purse, Wonder Woman goes into action. She disguises herself as a golden statue (gold bodypaint ? gold dust ?) which is holding some Twinkies.
Naturally the Borrower cannot resist the lure of… the Twinkies. As he reaches for them, she lassoes him. The old lady he robbed earlier comments, “Guess his mummy should have taught him not to borrow !”
