
Bureauc-Rat
Context
During the 1970s, confectioner and cakes maker Hostess advertised in major comic books. The advertisements were full-page comics starring Marvel and DC Comics characters (and Hostess products).
These comics were nonsensical and a parody of the most absurd aspects of Silver Age comics. They’re still fondly remembered for their goofiness.
Powers and Abilities
He’s got this gun, see, and… well, basically, he can ensnare an entire city in a short amount of time, in red tape fired from the gun’s barrel.
Even the Flash feared to venture too close to the Bureauc-Rat without bringing some Hostess™ Fruit Pies along.

History
He appeared in “The Flash meets the Bureauc-Rat”, which was printed in Superfriends #41 as well as many other comics.
The Bureauc-Rat was once a city traffic official, but budget cuts left him without a job. Thus, he decided to “slow things down so much that they’ll have to listen to me, and I’ll take over the city !!!”
However, the Flash (Barry Allen) arrives, tosses some Pies at the Bureauc-Rat, and ties him up with his own red tape while he’s distracted.
Description
A man in a suit. His jacket is dark blue, his vest is pale yellow, his shirt is white, his tie is red with black stripes, and his pants are grey with black pinstripes (ugh !). He also wears a dark blue domino mask.
He is slightly overweight, and is bald on top, with clumps of white hair on each side of his head. His gun is purple.
Personality
He’s a disgruntled traffic official who wants to take over the city.
