Context
The Monarchy was an obscure and strange 2001-2002 Wildstorm Comics series. The title presumably riffed off the much higher-profile The Authority, and the book had similarities with The Establishment.
Confusingly enough, Wildstorm had two unrelated characters named Condition Red during this span. But the Monarchy’s Condition Red has no ties to Grifter (Cole Cash).

Powers and Abilities
He is an expert marksman. He also has extensive knowledge of both the mystical world, and other dimensions .
Equipment he is known to have used includes:
- A spirit rifle. It attacks a person’s soul and was used to exorcise the soul of Hitler from an American politician.
- A stick that emits a smoke that allows him to transport himself and anyone within it.
History
He hasn’t revealed much of his time before joining the Monarchy. And what he has revealed may not be true.
Caleb claims to have spent a few years on the run from the Angel Horde. And then a decade trapped in Doc Osiris’ torture garden, punishment for sleeping with both his wives. He was then allegedly rescued by Jackson King.
In return he works for the Monarchy, as their ground-level eyes and ears. He spends a lot of his time travelling to parallel Earths.
At some point he received his luminescent tattoos from coyote-like creatures in some kind of Hell.
Personality
Initially a true, knight-like hero, Caleb is now very cynical and postmodern. He pretends that he’s some sort of super-trickster, an agent of chaos, the x-factor, the random irony.
This world-weary, cynical, almost cruel mask is quite convincing. Red does seem like a burned-out, “no future” wanderer. He gives off a kind of slacker vibe, as though his calling has become just his job.
He works with the Monarchy out of gratitude to King for rescuing him. The team also offers him refuge from enemies who would probably be hunting him if he were a free agent.
While he does follow King, he doesn’t necessarily follow his orders.
