Context
These robots were seen in 1993, in early issues of Malibu Comics’ Exiles.
But that’s not important. These guys were picked as a convenient example of generic, cheap, poor quality combat robots. So as to have stats for such opponents.

Powers and Abilities
Cybernoids are combat robots with “Class 5” strength, concussive cannons for hands and titanium-steel alloy armour plating. Their sensors are protected by bulletproof glass and armoured plastics.
They have if-then programming, and are thus incapable of adapting to unexpected circumstances.
In practice cybernoids are slow, imprecise and surprisingly fragile. They could probably fare well against conventional forces with small arms (say, the police). But if they run into fast, precise opposition with attacks powerful enough to handle their armour plating they’ll get thrashed with surprising ease.
One Cybernoid was clearly seen flying using built-in jetboots. This seems to be standard equipment. They’re not going to win dogfights, but it makes them quite mobile outside of combat.

History
Cybernoids are humanoid combat robots. They were deployed by corrupt millionaire Malcolm Kort to support his ultrahuman mercenaries such as Bruut, Bloodbath or Hot Rox.
Though considerable effort went into upgrading and improving the design, the results against ultrahumans were deplorable.
