Context

The Outcasts are obscure Marvel characters. Their main and original appearance was in a charmingly childish 1980 issue of Marvel Treasury Edition.

We don’t have a Subterranea article yet. But for some context you can check the entries for Grotesk and Queen Kala.

Powers and Abilities

Digger had huge clawed hands and highly-developed forearms. He can dig through soil, or slash thick wooden beams with a slash of his hands.

His claws, however, proved unable to affect Rom.

History

The Outcasts are disfigured or otherwise hideous people who fled the surface world. They explored the extensive network of underground caves under Marvel Earth. They eventually found the subterranean realm of the Mole Man, who had undergone similar trials, and gradually formed the Outcasts.

The Mole Man gave the Outcasts superhuman powers. He occasionally relied on them as a group of super-operatives.

The Outcasts where first seen when the Mole-Man and Kala clashed during the Winter Olympic Games in a contest to find the source of eternal youth. They tangled with Spider-Man (Peter Parker), the Hulk (Bruce Banner) and some Olympic champions who had been outfitted with high-tech gear.

The Outcasts later fought against an invasion of Dire Wraiths in parts of Subterranea under Virginia – then against Rom and Starshine. The Outcasts had briefly mistaken the Space Knights for Wraiths, and the Space Knights thought the Outcasts were responsible for disappearances in the surface world.

1991

During the 1991 Subterranean War, Kala fled Subterranea to gain assistance from the heroes of the surface world. She went to Iron Man (Tony Stark), whom she had met years before. The Mole Man sent the Outcasts after Kala to force her to return.

The Outcasts attacked Iron Man, with Digger and Landslide grabbing Kala and heading back to their realm. Kala convinced them to take her to the Netherworlders instead. But the Netherworlders sought to kill her for past actions. However, Iron Man arrived. He and the Outcasts fought the locals off.

The Netherworlders, fearing destruction from her allies, elected to offer Kala their rule once again. However, Kala declined the offer, and left to try to find the missing Mole Man.

Personality

Seems to be more or less the leader, as he tends to be at the front of the group and take most initiatives.
