Context
The Engineer (Angie Spica) appeared in 1999 as the The Authority comic launched with thunderous buzz. She was one of the core member of the team. Her immediate predecessor, the previous Engineer, had appeared in the fantastic “Change or Die” 1997 story arc in Stormwatch.
We have two takes on writing up this character. You can find the other in the “Related articles on writeups.org” section above the game stats. Which makes surprisingly good recommendations… most of the time. Sometimes it’s kinda goofy.

Powers and Abilities
Angela Spica has exchanged every drop of blood in her body with nine pints of liquid machinery. This unique substance gives her a variety of special abilities.
Visually, her most impressive power is the ability to create almost anything out of the trace elements that exist in the air and soil that surround her. This ranges from machine gun hands to literal clones of herself.
Angie can also fly without any visible form of propulsion, but needs to generate massive boosters to attain escape velocity.
Her blood now acts like a super computer ; it is capable of literally storing libraries of data in a single drop.
Finally, Angie’s body radiates a field of atom-sized sensors. These allow her to detect minute changes in the world around her. She immediately sensed the arrival of “God’s” heralds in Australia while she was physically in New York.
History
Upon the death of the first Engineer, Dr. Angela Spica, Ph.d’s computer flooded with his notes on nanotechnology. Soon, she found that these dovetailed with her research on human-machine fusion.
Combining the data, she eventually exchanged her blood for nine pints of liquid machinery. It enabled her to create almost anything out of the trace elements in the air and soil around her.
Soon afterward Jenny Sparks invited Dr. Spica into the Authority. Inspired by the comic book heroines of her youth, Angie joined immediately in order to fight for a better world.

Description
Angie is a beautiful, young Hispanic woman with long flowing brown hair. She is a typical Wildstorm beauty with a very full figure yet has a tiny waist.
When fully armoured, Angie’s entire body is covered with a flexible silvery material. Upon her brow sits a unique looking helmet, while her normally brown hair is replaced with what appears to be wire filaments.
Personality
While Warren Ellis was handling the writing chores for the Authority, Angela seemed to be a very down to earth (well, as down to earth as you can be with nine pints of liquid machinery in you) young woman who was still getting used to being a superhero. In fact, in the early issues you couldn’t help but notice that she was loving every minute of it.
I kinda liked Angie this way, rather than the way she was later portrayed by Mark Millar, so I’m leaving it at that.

DC Universe History
Uhmm… since DC owns Wildstorm, doesn’t she already have a DC history?
Since the Authority basically the Justice League, I’m not sure that there’s room for both teams. If anything, you can just use the idea that was suggested for Stormwatch earlier. Replace the Global Guardians with Stormwatch, and the Authority is basically a spin off of Stormwatch.

Equipment:
RADIOPATHY IMPLANT [BODY 02, Radio Communication: 23, R#3, HP Cost: 190. These implants were designed and created by the Engineer. They initially resembled tiny flies which implanted themselves painlessly in the recipients temple. The implants allow all the users to use “radiopathy”, a form of mechanically produced telepathy. The upper range of this communication is unknown, all that is known is that all the members of the Authority were capable of instantaneous communication world wide].
