Generic Yao Guai
Context
The Fallout video games series (1997-present) takes place in an over-the-top post-apocalyptic setting.
It mixes a Mad Max aspect, 1950s atomic horror conventions and various “after the Bomb” influences.
For a primer, see our sample Vault Dweller (the Player Character in the first Fallout game). DC Heroes players can also refer to the generic deathclaw entry for scale explanations.

Powers & Abilities
Yao guai (more or less “demon” in Mandarin Chinese) are almost certainly a mutation of black bears. These powerful, aggressive beasts can run amazingly fast, and can kill a fighting man in seconds.
In many respects, their speed and strength is closer to that of a much larger grizzly bear. And not one in a good mood either.
Given their undead-ish appearance, it is difficult not to think of them as ghoulified bears – see our Fallout ghouls entry for more. On the other hand, the existence of yao guai cubs may indicate that these animals are capable of reproduction. And thus aren’t comparable to ghouls.
On the gripping hand , the cubs might be 200 years old and unable to grow due to ghoulification.
It also seems possible that there are several “species” of human ghouls, so having black bears be affected differently by a comparable mutation would not be amazing.
Yao guai are very aggressive. However, if observed at a range (when it comes to yao guai, everything is better at a range) their behaviour evokes bears, with strong familial units and a social behaviour among the species.
It is apparently possible to tame a yao guai – one particularly tough scavenger in the Capital Wasteland even had taught one to carry his wares and act as a bodyguard.
The trick to having a yao guai thus consider somebody his kin is unknown. Perhaps this man has some sort of freakish mutation yao guais respond to.
Freak.
