General Blue
Context
General Blue is a character who appears early on during the Dragon Ball saga, in 1986. Back then, the power levels were still relatively low.
At that point of the story, protagonist Goku had been clashing with the Red Ribbon Army. General Blue was one of its senior officers.

Blue is trained not only in the military ways, but also in more arcane subjects that give him strange psychic and magical powers.

History
Blue went after Goku when the Red Ribbon White General was defeated and the Steel Tower destroyed. His mission was to get Goku’s Dragon Balls and the Magic Radar that detected them.
Goku, Bulma and Krilin went to search another Dragon Ball lost in a undersea pirate lair. After lots of effort, they succeeded, but Blue attacked Kame Senin’s island and rendered all of them defenseless.
Goku went to chase Blue and both of them arrived to the weird Penguin Island, where they met Dr. Slump, Arale and all their friends. Arale punched Blue to Egypt with a couple of head blows. When Blue managed to arrive to the Red Ribbon’s Central Headquarter, he was killed by the mercenary Tao Pai Pai, with a single tongue blow. Ouch !

Sorry girls, perhaps he’s your type, but sure you’re not his. Only he is his type. Blue is a despotic, cruel man. He likes to make suffer those who oppose them.
