Our contributor Sean once rampaged through the first issue of Fawcett’s America’s Beast Comics, published in 1941. He wrote up most everything that moved.
Which leaves us with a pile of forgotten and often so-so Golden Age villains. If you need stock baddies for 1940s stories (or to mention in a timeline for an original setting), this is a great resource.

History
One of several supervillains freed from jail by the Brain in America’s Greatest Comics #1, Ghost was sent to kill FBI Chief Doover [sic ].
Ghost managed to frighten Doover’s servant Rastus. He was a shameful racial stereotype of the day, who says things like “What am dat ? A ghost ! Laigs, do yo duty !” and “Lawd help me ! Now ah sees a scarlet boy !”. This leaves Pinky to “wonder why that darky was so scared.”
Just as the Ghost is about to kill Doover, Pinky rushes in and stops him. However, the Ghost takes off his sheet (costume) and covers Pinky up with it. The Ghost then flees, but Pinky has saved Doover.
The Ghost runs back to the Brain’s HQ, where he is later KO’ed by Pinky.
Description

Well, not quite. His costume consists of two parts. A floppy bag with eye holes cut out for a mask, and a sheet which is neatly tailored to have sleeves.
Under the sheet, the Ghost is bald and wears a suit.
