Context

Villains & Vigilantes is an early (1979) pen-and-paper super-hero super-hero role playing game. We have a fairly large selection of characters from that game, with DCH stats.

They’re here in no small part due to nostalgia. But they also are interesting stock characters in that they can be easily inserted into stories, conveniently filling their niche.

Powers and Abilities

The source of Rollins’s abilities is unclear. He’s probably a natural mutant. He’s possesses great agility, superhuman toughness and endurance, super-hearing and enhanced prowling abilities.

His custom “Alleysweeper” gun is a high-quality, magazine-fed sawed-off shotgun with an underbarrel grenade launcher. He’s also an excellent shot, and a well-trained special operations soldier.


History

Bill Rollins was a POW taken captive during a US military operation in Southeast Asia. Their captors had the POW play a strange game. They would free them to flee in the forest, and chase them with bamboo sticks. There was a catch, of course – if the prisoners escaped for too long, the hunters switched to AKs.

Rollins slowly grew in expertise during those three years. He became able to move tirelessly and with great agility, as well as to hear a drop of sweat hit the ground in the middle of the jungle. He always managed to get caught before the “game” went ugly.

Better prey

After being rescued, he was discharged – but found that he missed the thrill of the hunt badly. He first participated in various survival and paintball games, but the opposition was too weak. Soon his obsession of wanting to get chased led him into robbing gas stations, cigar stores and such.

But the local police was still not enough, and he started to attacks banks, destroy government property and murder high-profile targets. Soon, the State police, US Marshalls and the FBI went after him, and “G.I. Jim” (the moniker he had chosen) escalated things in order to piss off the CIA and several super-heroes. Every protection agency in America was after him, and he was finally happy.

“Jim” has even started a combat and survival school cashing on his sick fame.

Personality

A paranoid, egotistical, childish brat. He loves attention and will do anything to get it. His main tactic is to engage his opponents, weaken them and lead them into an ambush by his students.


DC Universe History

G.I. Jim would probably make a good Nightwing or Hitman villain, or a good Batman encounter. Note that the PCs can meet one of his “students” from time to time – well-trained, heavily armed lunatics having graduated from his “school” and enjoying the thrill of the hunt themselves.

G.I. Jim’s students

Rollins’s groupies train with him in a fortified clandestine compound, and are armed to the teeth with military hardware. They are quite proficient and deadly. Apparently, G.I. Jim would have made a superb combat instructor if he had stayed in the service. They generally operate as two 4-men fire teams.
