Context
This murderous, superhuman law enforcement agent appeared in the Dark Horse Heroes setting. This universe mainly existed during the mid-1990s, as one of the new comics lines that popped up (then down…) during the super-hero comic book speculative bubble.
Headhunter was seen but once. But he’s easy and interesting to use, has intriguing abilities, and fills a useful niche.

Powers and Abilities
Headhunter is a highly skilled fighter and special agent.
Furthermore, he can trigger or negate super-powers around him. This is mostly used to power up and down his personal cadre of superpowered special agents, the Entourage.
He’ll also use his Neutralize power on any potential threat. He does that without really thinking about it, and he doesn’t fell anything special when shutting super-powers down. The target does not feel anything either – and thus will be caught flat-footed when attempting to use their powers.
History
Headhunter conduct various, often illegal missions for the US intelligence community. these usually take place on domestic soil.
He once entered the city of Arcadia to recover a rogue Entourage member. Hothouse Rose had somehow kept the powers Headhunter had endowed her with, but she had fled to live a normal life. Headhunter and his entourage had a chance encounter with the X vigilante, and sent him to a hospital.
But X didn’t stay there for long. His recuperative abilities returned once Headhunter had left.
In the end X cut a deal with Headhunter. Headhunter agreed to abandon Entourage member One-Shot, the man who had shot X. In return, X killed Hothouse Rose, since she had killed on X’s territory.

Personality
Headhunter is a strict, by-the-book spook and badge-carrying executioner. He has all the charm and moral flexibility of a drill sergeant. Headhunter is absolutely devoid of pity for anyone, including inefficient members of his Entourage, collateral casualties, and so on.
His motto is almost certainly “the ends justify the means”. He never questions the order of his superior. He undergoes his missions with strict discipline, and demands no less of his subordinates.
