Context
Teen Titans was a very popular 2003-2006 animated series on the Cartoon Network. Thus the team it depicts might be the main take on these characters for many.
Jinx was a minor antagonist, and seems to retain a small fan following to this day.

Powers and Abilities
Jinx has the ability to fire waves of pink, supposedly mystical energy that cause “bad luck” effects. So far this is limited to causing catastrophic collapse of structures, failure of Gadgets, and general breakage.
She is quite adept at using her powers strategically against opponents, using the collapse of walls to attack indirectly where she cannot affect a target directly, causing explosions to do Called Knockback attacks, or to set up opponents for her teammates to finish off.
Jinx appears to be the tactical brains of the outfit, calling out coded maneuvers for her team to follow. She at least is very familiar with her enemies’ (particularly the Teen Titans’) tactics and maneuvers, indicating she will usually study her foes ahead of time in order to be better prepared.
However, once they start to shift tactics to something she is not familiarized with, her team quickly fares less well.
History
It has been said that Jinx is a witch, but this could be metaphorical. She operates almost exclusively within her own three-man squad, consisting of herself, Gizmo, and Mammoth. All three are graduates of Brother Blood’s HIVE Academy, a school for aspiring super-villains.
The original graduating class, the HIVE Three, were sent by the HIVE Mother on a mission to defeat the Teen Titans for Slade in order to demonstrate that the HIVE graduates were worth his hiring. Initially the Three did quite well by attacking the Titans Tower by surprise, catching each of the Titans alone and defeating them handily.

However the Titans regrouped. They used their knowledge of the Tower’s layout and systems and superior teamwork. The Three were defeated and sent packing.
The Three appeared again when Cyborg made an attempt to infiltrate the HIVE Academy and discover Brother Blood’s plans. They did less well against the Titans this time until Cyborg himself, seeming to switch sides in order to obtain Blood’s secret weapon, lent a hand.
During this time, Jinx apparently had quite a crush on Cyborg, disguised as “Stone”.
Both Gizmo and Jinx have made appearances later as Titans allies, but never quite comfortably.
Description
Jinx is a slim, pale young woman in her teens with pink hair and eyes. She is always dressed in a dark colored dress and tights with oversized boots. Her hair is styled oddly in two large “horns” tied up with dark bands.
Personality
Jinx is a study in contradictions. On the one hand, she is a villain, dedicated to being the best villain she can be (Top of her Class in Theory of Mayhem). She does what she feels she needs to to win.
On the other hand, she is also open and friendly, loyal to those she works with, is not prone to be wantonly cruel or “evil”. She is typically teen-angsty, and gets crushes at the drop of a hat.
Once she knows someone personally (such as when Cyborg became part of her team) she finds it hard to maintain her “tough” image. Eventually, she finds it necesary to switch sides, after falling hard for Kid Flash.

DC Universe History
In the DCU, Brother Blood had a cult of followers called the Church of Blood rather than running a H.I.V.E. academy. But in both cases he wished to expand his dominion and ran afoul of the Titans. Jinx would be one of the top minions in Blood’s group, sent to battle them during Blood’s campaign against the Titans.

The World is Jinxed
Supposedly Jinx has the ability to create “bad luck” for her opponents. However, the way she has demonstrated her powers doesn’t really bear that out. In all but two instances, her powers act exactly like an Energy Blast that works only on inanimate objects.
Examples being causing a steel building frame to collapse, making Gadgets fail explosively, making brick walls collapse, or forcing steel floors to give way beneath a heavy opponent.
The 2 instances where she accomplishes a different effect are noteworthy, firstly, as they do demonstrate that Jinx has the potential to eventually achieve true Probability Control. And secondly as both incidents happen in Jinx’s first appearance and never afterwards.
The first incident was where Jinx’s powers seem to cause the brakes on a parked bus to fail, nearly running down the Teen Titans. This could be dealt with in two ways: she could either do a called shot with her Energy Blast on the bus’s brakes, or she could have Power Stunted Telekinesis via her Energy Blast.
The second incident, after the HIVE Three threw the Titans out of their own Headquarters, was when Jinx fired her pink energy waves into the bay, creating a tidal wave of water that swept the Titans out to sea. This also could be called a Trick Shot (perhaps combined with Planned Knockback) with Energy Blast.
