K. Boltax is a minor character in DC Comics’ vintage Legion of Super-Heroes stories.
He was the first named President of Earth in the Pre-Crisis 30th Century. And *might* have previously served as President of the United Planets, though it’s unclear.

History
During Invisible Kid’s term as Legion Leader, Kandru Boltax was abducted and impersonated by Universo. The villain then discreetly arranged an “accident” for the previous, unnamed president of Earth.
From there, Universo gradually turned Earth into a dictatorship. The Legion eventually exposed Universo, and his new laws were nullified due to the impersonation.
Some years later, after Earthwar, Boltax was discovered to have embezzled R.J. Brande’s fortune. When discovered, he confessed but did not apologize.
President Boltax cited the needs of the people of Earth, impoverished by Earthwar, as more important. Brande allowed EarthGov to keep the money.
Still, he left office.
Description
Kandru Boltax’s look varies due to infrequent appearances.
According to Who’s Who in the Legion and his first appearances, he is a slightly heavyset White man with black hair and white temples.
When Chemical King perished, Kandru was Black, slender, half-bald and had a moustache and goatee.
When the Fatal Five became Ambassadors of planet Corvan IV, Boltax was White again, with all white hair and a moustache.

Personality
Kandru Boltax values political expediency above all, like most career politicians.
He once set a reward for the Composite Legionnaire dead or alive, and he stole Brande’s fortune supposedly for the good of the people.
