Kitten and her ilk are part of the Super-Friends continuity – specifically the comic books based on the popular Hanna-Barbera cartoons. And it would have worked too, if not for these meddling kids.
It is *possible* that events loosely similar to those in Super-Friends stories happened on pre-Crisis on Infinite Earths Earth-1, and that there was a version of Kitten here.

One of a select (?) group of youngsters gathered by some enemies of the Superfriends, Kitten was to the Cheetah what Wendy and Marvin were to the Superfriends.
The Junior Super Criminals consisted of Chick (sidekick to the Penguin), Toyboy (sidekick to the Toyman), Honeysuckle (sidekick to Poison Ivy), Kitten (sidekick to the Cheetah), and Sardine (sidekick to the Human Flying Fish).
Description
She wears a yellow long-sleeved legless leotard with orange tiger stripes and a tail. She has a yellow mask which reveals her face ; the mask has a pair of cat-ears. She also wears yellow slippers.
Her orange hair occasionally peeks out from under her mask.
