This specific character discreetly reuses the costume of obscure Marvel villain the Looter.

Powers and Abilities
Mad Peter Quick is a rigorously trained athletic super hero. Seemingly, he is as fast, strong and durable as any man can be, and complements these abilities with acrobatic, weaponry and martial arts skills.
Being rich, for unknown reasons, Quick regularly increased his efficiency as a vigilante by the use of exotic gadgets. Such as a utility belt, experimental bullet proof vests, and seeking mini missile launchers.
Often fighting criminals with their own weapons, he regularly used various firearms and melee weapons as well, and always carries a custom-made machine gun and a sword. He traveled around the city either by swingline or using a custom-made van or an air-jet.
During his adventures, Quick learnt a number of useful skills including subterfuge, tracking and clue analysis.
History
The man named Peter Quick started out as a vigilante in Gotham City. His motifs for doing so seem to be that he is, in fact, an adrenaline junkie and therefore faces superhuman opponents to get maximum opposition.
Soon after starting his career as a stuntman super hero, he was called Mad Peter Quick by the media due to his infamous, outrageous stunts, performed while stopping crime. Quick soon came in contact with the Batman, who naturally didn’t approve of his presence in Batman’s town. Batman used intimidation tactics, and although words were harsh, they never fought physically.
Still, Quick was very effective and the crime rates of Gotham City rapidly fell. The general populace as well as the media and the police greeted Quick as a hard hero for hard times. The fact that Quick was a mass murderer, eventually having killed 94 men in his line of work, was never made public, and Quick himself would never comment on it.
It didn’t help his relations to Batman either, although the Batman apparently never could prove his guilt.

It’s a trip
Despite having trained exceptionally hard before becoming a vigilante, Quick soon after he had started his vigilante career, realized that he was not well-trained enough to face superhumans on regular basis. Thus, he left for Asia to train his combat skills with the infamous Sensei of the League of Assassins.
Coming back a new and even more intense man, Quick again rose to prominence in Gotham City. He built relations to the Gotham Police Department, and regularly helped them with hard cases.
During the course of his many adventures, Quick fought and defeated the Catman, Kobra, Man-Bat, the Penguin, the Joker and Mammoth. He teamed up with the Question, Robin and Nightwing a few times. He also fought and sent a number of less known, but still super-powered threats to Arkham Asylum thus having his own Rogue’s Gallery.
These include Magic Blast, the Madman, the Blob, Li Pong – The grandmaster and the Big Bull. Big Bull eventually reformed, after several defeats, and became one of Quick’s best friends and most used underworld contact. He probably never earned the Batman’s trust, but Quick regularly fights crime even to this day in Gotham City.
Description
Mad Peter Quick has an athletic, yet slender physical build and wears a super hero costume very similar to that of Marvel’s Meteor Man aka. the Plunderer villain. In fact, it is more or less identical, except that the colors are different. A black and white illustration of the Plunderer’s costume is a close approximation.
He also carries a utility belt, and some experimental gadgets, along some regular weaponry on his back.
Personality
Mad Peter Quick is a thrill-seeker of the highest order. Originally called Peter Quick, he has earned the public nick-name of Mad Peter Quick due to his outrageous stunts. He has the physical skills to live to the extreme and survive it with little effort.
For example, if trying to stop a criminal from escaping by car, he’s likely to dive right through the frontal window of the car, as he is being overrun. Actions, like diving from the highest cliff possible, to reach that escaping racer boat, are common and performed without hesitation or regrets. Clearly, he is addicted to adrenaline kicks.
In order to maximize his human potential and physical strength, Quick has undergone an extreme physical training regiment. Even as a hero, he still travels to foreign lands to practice new physical skills. Back in the states, he eagerly practices everything new learnt on his old foes.
Despite being rather deranged in his hunt for physical thrills, Quick is not suicidal. He just knows that his skills will enable him to survive nearly anything, and thus he tries everything once.
He is also a ruthless vigilante, and regularly happens to kill henchmen. This seems to be so because Quick always attacks at full force regardless of the odds, and most normal men can’t take a beating like that (in game terms, Quick is always entering Killing Combat, but does not suffer a HP Award Penalty for doing so).
Other traits
Having a mindset of survival of the fittest, he isn’t seemingly disturbed in the least that he is a mass murderer. If asked, he might tell you that he did it in the service of justice and that it had to be done. However, if the law enforcement agencies ask, he will completely deny any involvement in their deaths.
He very much enjoys seeing justice being done, but prefers to put super-powered criminals behind bars so that he can face them again when they escape. When again meeting old foes, he happily greets them and proceeds to combat them anew. There is always the hope that old foes might turn up with new challenging tricks up their sleeves.
Some would say Quick is insane, and others would call him courageous. Whatever his reasons, he never backs down from facing seemingly impossible odds, such as physical combat against an opponent that could destroy a skyscraper with but one punch. In fact, he usually rises to new heights during such confrontations (where he spends Hero Points like water), and eventually ends up a battered winner.
This usually gets lots of attention in the media, which Quick seems to enjoy. It is a well-known fact that Quick apparently takes on any challenge and any man, and so, now and then some super villain turns up to challenge him.
Happily, Quick accepts, although even if it is not evident, he takes measures to see to it that he has a fighting chance, which includes the acquisition of new gadgets in the case of need or even preparing the battlefield in advance.
