Mission of Justice (a.k.a. Martial Law 3) was a 1992 action movie full of kung fu. Though generic and genre-locked, it was competently done.
Titus Larkin is the giant henchman and martial arts master played by Matthias Hues, a recurrent genre actor and body builder.

Powers and Abilities
Titus Larkin is a very huge man and very strong. He’s capable of shrugging off extreme beatings, and of beating unusually skilled opponents such as heavyweight boxing champions.
He’s smarter than his appearance would lead one to believe. For instance he knows some stuff about security systems. As the chief of security he’s learnt how to sneak up on opponents, as well.
Since he works, not only as his sister’s bodyguard and chief of security, but also as an enforcer, he can ‘deal’ with people using words also.

Titus Larkin is a member of the Mission of Justice. The Mission was formed by his sister Dr. Larkin, as part of her bid to become the Mayor.
It’s possible that the Larkin family is from northern Europe, and most probably from Germany (as evidenced by their accents, looks and famous movie discipline. Sure, Dr. Larkin is played by the Danish Brigitte Nielsen, but Germany is close enough).
Within the Mission, Titus worked as the foremost officer under Dr. Larkin. He held the positions of bodyguard, enforcer and security chief. When Harris came along, he spent much time checking him up, and in the end, when he found out that he was really spying on the organization, tried to kill him.
Unfortunately for him, he was killed by the master martial artist.

Description
Titus is a very huge, muscular man, with an intimidating appearance. He’s got blond, back-combed hair put up in a pony-tail and blue eyes. He’s also clad in a fine suit including pressed trousers, shirt, tie and fine shoes.
From his stance and positioning it’s clear that he’s just the henchman of Dr. Larkin, and places himself beneath her. He often stands, with his hands tied behind him, and looks ready to follow orders. Mostly seen cool and being in control, he becomes a scary sight when he rages into an opponent.
Personality
Titus is completely loyal to his sister and will do anything she orders him to. He has great respect for her and refers to her as ’Dr. Larkin’. His mentality perfectly fits the henchman, but he’s also capable of dealing out rough orders.
Titus also uses a peculiar accent and it’s possible that he’s not born American at all. He never uses weapons, but prefers to defeat opponents by using his physical strength alone.

DC Universe History
Just insert him. He makes an excellent foe for Kurt Harris and should be on-par with the likes of Ubu, Juno or similar henchmen.
Perhaps the Mission could lend him to other organizations also to further their control over the criminal underworld ? In such a case he could work as bodyguard/enforcer etc. for any lower level super-villain.
