Context

During the 1970s, confectioner and cakes maker Hostess advertised in major comic books. The advertisements were full-page comics starring Marvel and DC Comics characters (and Hostess products).

These comics were nonsensical and a parody of the most absurd aspects of Silver Age  comics. They’re still fondly remembered for their goofiness.

History

He appeared in “Someone is Kidnapping the Great Chefs of Gotham City”, published in GL/GA #118.

Commissioner Gordon laments to Batman that six chefs have been kidnapped. Despite the fact that five ransoms have been paid, the chefs are nowhere to be found. Batman decides to deliver the sixth ransom in person.

Meanwhile, Mr. Foxx, unmoved by the chefs’ pleas to be freed, heads out to pick up the latest ransom. He opens the briefcase, and finds it full of Hostess™ Cupcakes instead of money.

“Ingenious !” he declares. He has his chauffeur drive him away, not noticing that Batman is hanging on to the rear of the limo. Soon, Batman delivers Mr. Foxx to Gordon, all while Foxx continues to munch on the Hostess cupcakes.


Description

Bald on top, with dark hair on the sides of his head, he wears a tuxedo and a bowler. He also carries a matching walking stick. He is slightly overweight.


Personality

He kidnaps great chefs, forcing them to prepare fine foods for his private pleasure. He demands ransoms, but even when they are paid, he refuses to let the chefs go free.
