This specific character was created to fit seamlessly in the goofy 1960s Batman stories.

Powers and Abilities
Paper tiger has no powers other than her own keen intellect and gift at building super-scientific devices.
History
Paper Tiger began her crime spree in Gotham City by stealing a collection of rare papyrus scrolls from the Gotham Museum of Antiquity.
From there, she and her gang of thugs (Bristol, Rags, and Tracey) embarked on a paper-themed crime spree. They escaped the clutches of the dynamic duo by flying away on their giant paper-airplane.
Eventually capturing Batman by entangling him in her Streamer Gun, Paper Tiger was just about to feed the Caped Crusader to her robotic origami tiger. But Batman discovered the robot’s weakness, and destroyed it with water !
Paper Tiger and her thugs were captured and handed over to GCPD. She has escaped from custody on more than one occasion to continue her crimes and bedevil the Batman, on whom she has a slight crush.
One of Paper Tiger’s more infamous exploits was the time she and Catwoman held a competition to see which one was the more deserving of the Batman’s hand. Batman caught them both and sent them both upstream.

Description
Out of costume, Paper Tiger is an attractive Chinese woman aged about 30. Her costume is made of multi-colored paper strips, which hang loosely over a black bodysuit. A paper-mache mask conceals her identity.
Personality
Paper Tiger enjoys her life of crime, but isn’t reckless or foolhardy. She knows when to cut her losses and run away.
She, like many another Bat-foe, enjoys making puns around her particular theme (“Let’s not leave a paper trail!”, “When I’m through with you, you won’t be able to fight your way out of a paper bag!”, etc…).
She has a crush on Batman, and hopes that the Darkknight Detective can forget about her criminal ways and settle down with her.

Notes
This is the Silver Age version of the character. Of course, in the modern-age, she’d be covered in paper-cut scars and use barbed-tip paper airplanes to poke people’s eyes out and stuff.
