Sakata is an excellent example of a low-level martial arts mercenaries. While he’s skilled and boasts an excellent reputation, his Hero Points are too low to make him a threat, and he’s easy to bring down.
With more HPs and some other increases, he’d become an actual threat for street-level characters.
