Context

The Establishment was an obscure Wildstorm Comics 2001-2002 series. The title riffed off their definitely-not-obscure The Authority series.

This series has numerous references to British genre fiction. But unlike most others, Scarlet doesn’t seem to be an expy .

Powers and Abilities

Scarlet Fantastic has superhuman levels of strength, endurance, and intelligence, and has limited superspeed capabilities.

She is good with computers, and is the main operator of the Establishments systems.


History

She washed up on a British beach 20 years ago, speaking only what a local monk identified as Sanskrit. Scarlet was initially believed by the villagers to be a selkie .

To put herself through college she worked as a stripper. When she was hired to dance at a stag party, she met Raphe Equus and they fell in love, and eventually married.

They also joined the Establishment, a Secret British government-sponsored super-group, which had been protecting Britain since the 16th Century.

The Establishment

She took part in fighting the Daemonite invasion at Hobb’s Bay, and the subsequent battle over London. These resulted in the Establishment’s existence becoming known to the public.

They soon met the returning astronauts from a mission to Venus in the 1950s. But these turned out to be artificial recreations of the astronauts, created by the organic nanite Venusians. These then burst open into a constantly growing swarm, adapting all matter they came across.

Mr. Pharmacist managed to destroy the Venusians. The Establishment then used their technology to saturation bomb Venus with a biological agent designed to eradicate the Venusians. This wiped them all out, or so they believed. A few of those on Earth had actually been acquired by Dr. Orwell.

On a road to Nowhere

The Establishment were asked by the Russian government for help battling an outbreak of zombies. They discovered that Russian scientists had travelled to Dead Space, and creatures from there had begun travelling to Earth. They managed to close the portal.

When they returned to Nowhere, they were met by Mother, its creator. He warned them that his brother, Dr. Orwell, was travelling to the end of the universe to replace Metavac.

The Establishment accompanied him. But when they reached the end of the universe, they discovered that Dr. Orwell had been replaced in his own scheme by the Venusians. These proceeded to try and destroy Metavac.

While unable to defeat them alone, the Golden bought time for Charlie Arrows to contact Metavac, and protect it from the Venusians. Scarlet presumably died at the end of the universe.


Personality

Aloof and aristocratic, Scarlet remains calm through any situation, only allowing herself to become vulnerable when alone with her husband.

She is currently concerned that she has been unable to become pregnant.


DC Universe History

Since the Establishment has operated as a secret organisation for the first 400 years of their existence, they could be inserted fairly easily. If also integrating other histories, the Establishment could have been called the League of Extraordinary Gentlemen earlier in its existence.

Establishment Tech

The group headquarters is called Nowhere. It’s a portion of a planet-sized time machine, originally built by Mother and Dr. Orwell. It can open up Windows to allow transportation, but requires a receiver to be set up at the target location [Warp: 25, Limitation: Requires equipment to be set up at target site (-2)].

All members have communicators, which allow instant communication with Nowhere from any point on the planet [Radio Communication (Scrambled): 20]. And they can all access a storage system, the Floating Arsenal, to access equipment that they may need on a mission. Each member can access an 8AP ABCD Omni-Gadget.
