Context
This character appeared in a 2001 Wolverine storyline (and returned once, but after this profile was done). The “Terribly Mysterious Unstoppable Scary Badass” niche is a bit… played in super-hero comic books, but if you need one he’s fine.
The profile and stats are a bit speculative, since there’s little material. OTOH that’s why he has a profile – he was cheap to research, which back in the early 2000s still was a consideration.

Powers and Abilities
The Shiver Man seems to be some kind of immortal hunter. He can phase with great proficiency, seriously disrupt a target by solidifying his hand inside it, phase down into the ground an reappear at another spot, etc.. Or even completely disappear, presumably via teleportation.
He does not have a scent, blood or a heartbeat. A severed arm only resulted in some surprise and a calm retreat.
He seems to be almost as strong and as fast as the Beast (Henry McCoy).
The Shiver Man has referred to an ability to “sense” when he closes in on his targets.
The Shiver Man’s guns shoot very powerful rounds. These looks to be a mix of high explosives and fierce incendiary ammo. Those can blow common obstacles out of the way and start fires.
The manifestations of the Shiver Man are usually accompanied by a grey fog.

History
The Shiver Man is one of the very best bounty hunters out there, but also one of the most mysterious. Rumours abound, covering everything from “he’s a man condemned to walk the Earth forever” to “he’s the guy who killed Jimmy Hoffa”.
Nick Fury used his services at least three times. The first is undocumented. The second is when he needed to track down Wolverine (James Howlett), who had seemingly murdered a powerful US senator.
The US administration had pressured S.H.I.E.L.D. into not letting Fury handle the case, feeling he had too many ties to Wolverine. But Fury gravely distrusted the team assigned to the case. Thus, he wanted to find Wolverine first.
After Wolverine was captured by S.H.I.E.L.D., Fury contracted the Shiver Man to shadow Brent Jackson. Jackson was a young, cocky, arrogant hardliner openly taunting Fury and who had been made responsible for capturing Wolverine. The Shiver Man determined that Jackson was indeed corrupt and that Logan was innocent of murder. He then came to Wolverine’s rescue.
Description
The Shiver Man is a strange cross between Death-Stalker and Chamber of Generation X.
He exudes a sentiment of fear and inhumanity making it hard to stay close to him. This isn’t Aura of Fear in the DC Heroes sense – the patrons of a bar were unafraid of him until he started to act.
Personality
The Shiver Man is extremely cold and mysterious. He talks very little and always in a flat, hollow monocorde. He’ll use few words and no effects, humour or anything – except for some spooky formal politeness. Nothing can faze him, and he’s extremely patient.
As Fury described it he has “a thing about punishing the guilty”, and seems to be calmly intense on the subject. It was quite clear for Fury that the Shiver Man would ignore his mission if justice was to be done. For instance Fury feared that if Wolverine was indeed guilty, the Shiver Man might assault and quite possibly kill the mutant.
The Shiver Man was also seen going out of his way to terrorize a bunch of rednecks getting physically disrespectful toward a waitress – and used some cold violence to defend himself when they attempted to punch him down.

The Shiver Man is spooky and mysterious. There’s no reason he couldn’t cross dimensions and ply his trade in both the DC and Marvel universe without any explanations if that’s what you want.
