The Elite Agents of S.H.I.E.L.D. were apparently an attempt at creating a backup feature. It fizzled after one appearance, in 2000.
However, they could be useful in many campaigns. Or perhaps used as Player Characters in a S.H.I.E.L.D. campaign.

Powers and Abilities
Silicon is an adept computer geek and a well-trained S.H.I.E.L.D. agent.
His maimed arms have been replaced with cybernetics. These have additional systems, including :
- A computer distributed among both arms.
- Powerful radio equipment.
- A “data pistol”, shooting a cable that allows him to connect to other computers.
- One mini-rocket in each arm.
Later on
Simms’s arms were later implied to have built-in energy projectors. These are presumably comparable to S.H.I.E.L.D. plasma pistol, given the shape of the barrels he extruded from his forearms.
He also demonstrated a liquid metal mesh. This is a metallic “skin” that he can animate like liquid tentacles. In DC Heroes RPG terms that’s Omni-Arm and Stretching.
History
Gerald Simms lost his arms in an accident while young, and became a computer enthusiast. He later became part of an elite agents of S.H.I.E.L.D.. It was assembled by Sharon Carter while she was Director of that organisation.
Though they have been active for years, only two deployments of the Elite Agents were observed.
Dude, where’s my car ?
In the first, they were sent to recover a stolen, advanced S.H.I.E.L.D. flying car that had been captured by Hydra forces. The window of opportunity being tiny and Hydra forces being numerous and well-armed, Carter chose a small, fast force that could board the prototype car and fly away before the opposition could react.

Dum-Dum Dugan was concerned that the Elite Agents might be too green and need some more tests of their non-regulation equipment. Yet they performed perfectly, accomplishing all objectives without a scratch.
Though the Elite agents presumably never learned it, one of the reasons Carter wanted to recover the vehicle was to destroy the CD in the recorder. This CD had extensive footage of Carter and Captain America (Steve Rogers) making love in the rear of the car, from a security camera that had been unwittingly left on.
Like lightning
The second documented case occurred years later. The Elite Agents escorted Dum-Dum Dugan as he confronted the Thunderbolts in the wake of their clash with the version of the Masters of Evil assembled by the Crimson Cowl.
Dugan and the Thunderbolts leader, Songbird, couldn’t quite reach an understanding, and the Thunderbolts left without Dugan’s approval.
Though the Elite agents were obviously outmatched, Dugan correctly estimated that they wouldn’t be met by deadly force. Thus, he sent them after the dispersing ’Bolts to do what they could. Remarkably enough, some Elite Agents came close to capturing their quarries. Still, they ultimately returned unharmed but empty-handed.

A man of action who uses African-American slang ’cause he’s, like, Black, and geek slang ’cause he’s like, a geek – but he sure ain’t no nerd, nomsayin.
Simms was easily persuaded by Skein to have a quickie rather than capture her on the spot. Perhaps that, true to the stereotypical geek image he’s proud of projecting, he feels that his life is lacking in that department.
