Context
Hellsing (ヘルシング) is a popular seinen manga . The original went 1997-2008, plus the inevitable animé adaptations, spin-offs, etc. etc..
It is a carnage-happy, plot-agnostic ultra-violent paramilitary story with loads of vampires. And Nazis. And other dark, edgy, in-your-face things and power fantasies the seinen public wants to see.
However, such elements were less played-out during the 1990s (at least in these formats and styles). Hellsing also has a number of legitimately good elements. One of those is the leader of the titular vampires-hunting organisation, Integra Hellsing.

Powers and Abilities
Sir Integra Wingates Hellsing has been trained from birth as the successor to the Hellsing Organization (formally known as the Royal Order of Protestant Knights) by her father. The Organization’s sole aim is the irradiation of undead and any other supernatural menaces that may pose a threat to humanity.
Integra has received extensive training in all things military as well as education in occult matters to aid her in her fight against the darkness. She is an excellent leader that rules her organization with an iron fist.
She also has a particularly forceful personality. Hellsing is not intimidated by any threat no matter how deadly. She is able to stand up to century old vampires, members of the Vatican’’s Iscariot Division and several other very powerful mystical threats.

Her strong personality commands instant respect and most of her men have so much inspiration for her that they would follow her into the very depths of hell if she ordered it.
Aside from being from an extremely wealthy and affluent family she also has made several powerful connections within in the British royalty and military. Not to mention that she commands a highly disciplined strike force and more importantly two vampires (Alucard and Seras). One of which is thought to be one of the most powerful beings on Earth.
History
The basic concept of the series concerns a secret British government organization called Hellsing. This organization was formed several hundred years ago by either Abraham van Helsing or his descendants to fight vampires across Britain.
As the first episode opens, a vampire is ravaging the English village of Cheddar. Integra Hellsing tells the police to stand down, as the first few squads have already been killed by the vampire and become ghouls (in Hellsing, ghouls are similar to zombies under a vampire’s control). She sends in Hellsing’s most powerful operative, Alucard.
Alucard comes upon the vampire as he was about to murder the last survivor of the police forces, Seras Victoria. In order to kill the vampire he shoots through Seras, mortally wounding her. But because she is a virgin, he is able to offer her the choice of dying human or becoming a vampire.
Description
Integra is a young woman with a very noble military bearing. The strength of her personality is greatly evident in her ever present steely gaze. She has long blonde hair, bright blue eyes and wears round wireframe glasses.
She always wears her Hellsing uniform which is green and looks like a fairly standard office;s uniform with Hellsing markings. At the collar she wears a blue tie with a cross over it and usually carries a sidearm.
Personality
Integra is a tough no nonsense person who won’t take crap from anyone. She is hard on those under her command and even harder on her enemies. Hellsing fearlessly, brutally and efficiently goes after even the toughest opponents. She does not tolerate failure of any sort, particularly from herself.
She does has a softer sentimental side which is rarely seen. But after being trained from birth and a lifetime of slaying undead it is very difficult for her to think in foolish emotional terms.
She also comes off as very cold analytical and generally an ice queen. While she does have a softer more sentimental side to her it is rarely seen. She is almost always the hardcore poster queen for Field Command and Iron Nerves.

The Hellsing Organization could be inserted whole cloth to add bit of depth to the supernatural poplation in England — particularly to some of known vampires roaming around.

Integra fairly usually carries fairly standard issue military grade firearms usually filled with mercury incendiary rounds. Given her current position though it is likely she could get her hands on almost anything she wants.
Design Notes
Stats could possibly be somewhat inflated. Integra isn’t really seen going “all out” in the series so there was some guesswork.
Some abilities were “rounded up” because she exhibits much higher abilities in the manga/OVA. While this is regarded as a tertiary source with tenuous connections it is never more or less an alternate telling of the same characters so the stats being reasonably close seems likely.
If you want a more strict interpretation of the character without such “guess work” then feel free to lower any ability over 5 by 1AP.
