Street-level costumed villain and sadist, with knives. As of July of 2018, this profile had some M&M stats brutally slapped on.

Echo and Query

An unusually capable and determined duo of criminal muscle, who enjoys working for the Riddler. They can't do much about Batman, sure, but they're fun.

Our third Cluemaster profile, this one covering the Dixon take on him and subsequent events up to Flashpoint. Still something of a loser, but markedly more dangerous and oddly realistic for a guy in bright orange Spandex.

Cypher

Minor mind controller who fought Batman once. He's surprisingly useful to have. As of August of 2017, this profile was overhauled and talked its way into getting M&M stats.

Gunhawk

A superb sniper working as an assassin, which is of course useful for many stories.
Now with revised texts, much better illustrations (though admittedly both upgrades were done a while ago before I had to switch to fixing some problem or the other and lost track. ANYWAY.) and DC Adventures game stats.

Sylph

(Sylvan Scofield)

An obscure Nightwing foe seen once in 2000. Wrapped in clingy, super-thin fabric that's surprisingly effective for offence and mobility.

Hella

An ultra-violent guns-toting vigilante with a *lot* of momentum and hatred. And guns. Twice clashed with Nightwing.

Lady Vic

Handy low-powered combat expert mercenary with some distinctive schticks.

Stallion

A mob legbreaker with a lot of muscle to him.

Slyfox

Minor street-level with guns, experience and a terrible macho attitude.

Camorouge

Elite international assassin, spy and merc with a stealth suit.

Gearhead

A cyborg who is also a tricked out interceptor car. Goes vroom, and bang.

Thrill Devil

A guy with a motorbike and sometimes a gun. Mercenary interceptor.

Hellhound

A bad guy ninja/martial artist who's fought Catwoman (mostly) and Black Canary (once).

Electrocutioner

(Lester Buchinsky)

This is the third Electrocutioner, who chiefly fought Batman, Robin (Tim Drake) and Nightwing as a criminal mercenary. His gear makes him more dangerous than it should be, that's true.
