Dr. Slump (Dr. スランプ) was a successful 1980-84 manga , which of course led to an animé adaptation.
But it is mostly notable since author Akira Toriyama would then follow up with Dragonball.

Powers and Abilities
Time Kun is a time travel device. When he trips over a slippery surface, he and everybody over the surface is transported to the time dialed on his back.
Description
Roughly the size of a big alarm clock, Time Kun is golden and has a button on his top. On his back he has a dial to dial date, a date counter (only “where are you going” or “where you are”. Sorry, no “where have you been” counter ^_^) and the on/off switch.
On his left side he has a female jack to plug in with the slippery metallic board he usually uses to travel. But it has no other purpose that keeping him to fall from the board.
Time Kun has arms, hands, legs, feet and a big mouth without lips under the big clock sphere that is his face.
Personality
Time Kun is an efficient time travel device, and liked to make a little exercise before starting a time journey.
When not at work, Time Kun appears to be on vacation inside the Norimaki’s house.
DC Universe History
I’m sorry, but I can’t restrain myself to recommend a cross-over Waverider/Time Kun. That could be a perfect way to introduce the Penguin Village on a DC story.
Once, while travelling the timestream, from the distant past to the present, Arale’s glasses fall, and they went to the Japan of 100 years ago. Perhaps somebody falling when at the timestream could go to the DC universe or perhaps an stranded Waverider could be rescued by penguin villagers.
Remember that, when travelling by Time-Kun, history can be changed, an alternate timeline being created, and that until fixed, the traveller goes back to the ALTERNATE timeline. Only the most extreme of the paradoxes (killing oneself or self’s parents) could be dangerous to the traveller.
Behold, the Penguin village
To introduce Penguin Village into DC, no change is needed. Just remember that people in the Dr. Slump universe are sometimes aware of its comic-bookish origin, that the most usual genre is the Humour one, and that anything is alive inside the Village (from the sun to the mountains…).
Oh, that and the Hypertime disruption on the place. At the Penguin Village it’s not strange that one day people gets up and everything has changed; that the “setting” (for so calling it) is different.
Thus, suddenly the whole Village is in another time (past or future) or on an alternative dimension (where Arale and her friend Akane are famous thieves or Dr. Slump is an opera diva).
So, it’s not strange for them to run lots of adventures in the strangest places. As always, the only limit is imagination.

The Time Kun II
Trying to improve his father’s inventions, Turbo created Time Kun II, a more futuristic and efficient Time Machine, without personality. It wasn’t antropomorphic, had the shape of an egg-ship and awakened the original Time Kun’s jealousy. These were its stats :
