Context
This joke character followed up on the then-recent 1992/93 Death of Superman comic book event. The one with Doomsday killing Superman after barging from pretty much nowhere.
It mostly was brief commentary about holes in this story, and about telekinesis being an uncounterable and easily-abused power.

He has telekinesis capable of lifting 25 tons. Er… he can also fly quite fast due to his TK.
History
TK-Man stopped Doomsday by lifting him in mid air until the monster got tired of kicking. Then, Superman arrived with the air supplier he used on his space exile (now repaired). Yads put it on and moved him and Doomsday up, up and away until they both were out of the Earth’s atmosphere.
He finally propelled the monster to space after seeing that lack of air didn’t bother him at all.

He’s a guy with TK who can get rid of Doomsday. That’s pretty much all of it.
Personality
Easy come, easy goes. Yads finished the Doomsday thing so fast that not much of his personality could be seen.
