This character is an original creation. We often call these “homemades” or “homebrewed” – think home cooking or craft beer.
Many of these characters were created to take part in tabletop role-playing game sessions. Others were invented as a creative writing exercise, often as part of a community event.
This particular character is one I introduced in a DCH game that was getting a little too bland for my tastes. My own character had already gotten, well, old, and most of the other characters were cookie-cutter types… You know, the Brick , the Energy Blaster, the Mentalist, and the Martial Artist. So, now for something completely different…

Powers and Abilities
Toon has become almost entirely removed from the physical world as a result of his transformation. He is almost entirely intangible and invisible. He subsists on sunlight, and uses the light energies he absorbs to create the toon-like illusions he uses as a surrogate body.
On rare occasions, he has brief moments of sanity. During these he simply mopes, invisible and intangible, with no illusion to mark his presence.
The telekinesis listed above represents his only ability to interact with the real world. He most often uses it in conjunction with his illusions, to give them semblance of substance.
History
Poor, poor Jared Mitchell. You see, he made the mistake of getting the wrong cosmic entity angry at him. Which one it is, no one knows, because none of them want to take the blame for creating this misanthropic hero.
All that is known is that he one day appeared in the form of a certain Tasmanian toon character, and used his illusions to foil a bank robbery.
Ever since, he has popped up everywhere from Gotham to Keystone City, and everywhere in between.
Description
If you could actually see Toon, somehow, he would appear as a relatively normal 19 year old. His eyes used to be blue, and his hair used to be brown, but that’s all irrelevant now.
His heroic form really isn’t a form. Instead, he creates toons to act for him, not always around where he is. Which toon it is depends on his mood, and can sometimes change several times in a single battle.
Personality
Toon is one for the loony bin. Of course, since nobody knows where the man that creates the illusions may be at any given moment, it is unlikely that he will ever get there. He is, however, kind-hearted and honest, despite his insanity. He has never been responsible for any innocent being endangered.
He is also quite naive, and is a sucker for a pretty face.
Since he believes himself to actually have become a toon, he has become terrified of turpentine. Or anything else that can dissolve the acetate cels that most cartoons are drawn on.
He also is obsessed with any form of cartoon, from Disney to anime , and will include these cartoons in his manifestations.
If he should be watching a cartoon, and someone changes the channel, he will change it back telekinetically, without any sign he has done so. This has led to his companions simply letting him watch them when he so desires.

I have absolutely no idea where this character would fit into the DC Universe, but it better not be anywhere near Doom Patrol, the Suicide Squad, or any other serious comic.
But, I tell you, he was a heckuva lot of fun to play!
