ULTIMATUM
Context
ULTIMATUM, a terror organisation, first appeared in 1986. It’s not the most believable, but it can make a change of pace from Hydra or AIM. And having a good acronym is important, of course.
These notes are quite old. Nowadays we likely wouldn’t bother, with the stock NPC articles providing the necessary material. But heh, it remains useful. Especially as long as we haven’t overhauled our Flag-Smasher character profile.
Overview
ULTIMATUM (Underground Liberated Totally Integrated Mobile Army to Unite Mankind) is a comic books terrorist organisation. It intends to unite mankind by abolishing the concept of nationalism and bringing about the end of nations. Its modus operandi is to conduct terrorist activities against governments, institutions and symbols of nationalism. They also supply arms to subversives.
One of their staunchest enemies through the years has been Solo, the anti-terrorist vigilante.
ULTIMATUM believes nationalism is an unnatural, destructive concept that has divided humanity into hundreds of isolated factions. The group wishes to establish a one-world government without artificial borders. As they see it, they are trying to make the world a better place by eliminating the irrational differences by which people of different countries separate themselves.

Unfortunately, ULTIMATUM believes that those ends justify any means.
Although Flag-Smasher was the founder of ULTIMATUM, its initial funding secretly came from the Red Skull. The Skull used its activities to create political chaos benefiting his own fascist ends. Upon Flag-Smasher’s discovery of the Red Skull’s involvement, the Skull had other ULTIMATUM leaders who were loyal to him stage a successful coup against Flag-Smasher.
Presumably the ULTIMATUM rank and file were never aware of the Red Skull’s control of the organisation.
Following a failure of the Skull’s ULTIMATUM in Symkaria, Flag-Smasher regained control of ULTIMATUM. He purged the organisation of members known to be loyal to the Red Skull.
ULTIMATUM’s soldiers are clad in a black jump suit with white gloves, boots, belt, a white jacket and a white featureless mask covering the whole head. The wear ski goggles and a black beret over their mask.
