Context
Villains & Vigilantes is an early (1979) pen-and-paper super-hero super-hero role playing game. We have a fairly large selection of characters from that game, with DCH stats.
They’re here in no small part due to nostalgia. But they also are interesting stock characters in that they can be easily inserted into stories, conveniently filling their niche.

Powers and Abilities
Warwagon’s vehicle is as fast as most cars and highly manoeuvrable. It is armed with a special four-bareled machinegun as well as powerful Stinger missiles for finishing ground targets or engaging airborne targets.
History
Kevin Vanderlaan was a brilliant freshman at the Washington Technical Institute for the Advanced Study of Vehicular Engineering, working on engine designs. One night, however, a drunk driver crashed into his car. The accident crippled him, killed his girlfriend and damaged his sanity as he watched the drunk driver unhurt but giggling stupidly.
Vanderlaan became sullen and maladjusted, throwing himself into studies and experiments for designing impact-proof cars with advanced passenger protections – as well as improved wheelchairs based on automobile designs.
However, a few months later, the same drunk caused another accident, killing a kid – and got released on a technicality. The already unstable Vanderlaan snapped.
After a few months of engineering, Warwagon was born. Using his unique vehicle, he would cruise around looking for drunk drivers and stop them by shredding their tires with machinegun fire. He would then slowly roll up to them. Repentant drivers would be spared (although their car would often be destroyed).
Other drivers would simply see Warwagon roll back and shoot a missile into them and their car.

Personality
Vanderlaan has pretty much two personalities. The first is a studious college student, while the Warwagon persona is depressed, hurt and vengeful – and is steadily sinking deeper into his psychoses.
He’s very careful not to leave proof of his activities as Warwagon, as the police and FBI strongly suspect Vanderlaan of being the so-called Wheelchair Killer.
