Powers and Abilities
Windwalker is a spirit, allowed to return to the mortal plane to act as the avatar of the storm. He is completely immaterial, and exists only peripherally in our realm.
Despite this, he still retains the powers he had in life, namely control over the winds. In addition, he has gained the ability to channel all the power of the storm into a blast that is incredibly mystically potent, and sense the presence of danger.
He is extremely resistant to any form of banishment or exorcism, and can partially withdraw from the physical world, making him effectively invisible.
History
After holding the power of the storm for many decades, Windwalker finally died in battle alongside UNION. He found himself in a grey void, and was confronted by the Spirit of the Storm. He would be its presence on the mortal plane, to represent the Storm as the vengeance of the gods.
Since his return to the mortal realm, Windwalker has become embroiled in a huge religious debate, especially about the nature of life and death. He has been called a hologram built by Blacksmith, a mass hallucination, and a demon seeking to tempt the world. He ignores such debates, content in using his abilities to help people.

Description
An ephemeral spirit on a flowing shirt and pants. He has long, white hair, always flowing in a nonexistent wind.
Personality
Before his death, Windwalker had finally become at peace with himself, putting memories of WWII, the McCarthy Era, and his actions in the battle with Shockwave behind him.
As a spirit, he is despondent, as he has seen the dead who were a direct result of his actions. As well, in places that were very familiar to him in life, he tends to flash back to those memories.
DC Universe History
This guy would make Deadman jealous – a dead guy who can go back and forth between worlds, in a fashion. And has other super-powers, to boot.
Of course, the Spirit of the Storm may mean that Windwalker is just another air elemental…
